The purpose of this Request for Proposals is to seek sealed proposals from qualified consulting firms and to execute a contract for the development of a comprehensive master plan for York County Parks and Recreation Division. The Master Plan should create flexible and scalable short-, medium-, and long-term strategies and initiatives for the Division over the next 5 to 20 years, and provide appropriate service levels which balances community need, available resources, and quality experiences. This plan will also provide staff, management, and senior leaders with a structured approach for future updates to the division, and guide the development and enhancement of the County’s parks, facilities, programs, and services, while aligning with the community’s desires and demographic trends, ensuring sustainable and strategic growth. This Comprehensive Master Plan will serve as a blueprint for the planning and implementation of parks and recreation initiatives over the next 5 to 20 years, and will guide staff in systematically updating the division’s offerings to meet community needs effectively.
