The City of Portsmouth, Virginia hereby provides notice that it has received an Unsolicited Proposal under the Public-Private Education Facilities and Infrastructure Act (PPEA) from Ripley Heatwole Company, MEB, and their partners for the design and construction of a new City Hall building and associated parking garage (the “Unsolicited Proposal”). The City intends to evaluate the Unsolicited Proposal and may negotiate an interim and/or comprehensive agreement with the proposer based on the proposal. The Unsolicited Proposal contains an offer to design and construct a new City Hall building and associated Parking Garage on the former County Street Garage site located at 220 County Street (Tax Parcel 0007-0590).
