I. Purpose Virginia Commercial Space Flight Authority (“VCSFA”, “Virginia Spaceport Authority” or “VSA”) is seeking proposals for conducting a feasibility assessment of a deep water port at the Mid-Atlantic Regional Spaceport (MARS) Unmanned Aircraft Systems (UAS) airfield. VCSFA owns and operates MARS on NASA Wallops Flight Facility in Wallops Island, VA. VCSFA will be using funds provided through a federal contract, and as such, the firm awarded a contract resulting from this solicitation (the “contractor”) will be required to adhere to certain federal requirements as shown in the terms discussed below. VCSFA is a political subdivision of the Commonwealth of Virginia and is exempt from the Virginia Public Procurement Act. II. Statement of Needs VCSFA desires to obtain a feasibility assessment to determine logical site selection options, geology considerations, topological and technical characteristics of the existing or new site, identify environmental responsibilities, adverse weather implications and potential construction issues. The assessment shall provide an outline of associated costs as well as safety and protection from unfavorable weather conditions. The study will need to address the following: 1. Evaluate and assess feasible options for the deep water port 2. Analyze the existing locations or recommend new locations 3. Review and assess the Wallops Island M95 Intermodal Barge Service Project in Attachment C to determine tangible feasibility. 4. Determine new capabilities for access and operation including barge returns for launch vehicles, increase supply chain redundancy, and bolster resiliency against other traditional logistical challenges. The final study should provide cumulative analysis, qualitative and quantitative characterizations, insights and recommendations This study will be considered a work made for hire, and the copyrights thereto will belong to VCSFA. Proposals shall address how work will be performed and what the expectation will be for input from VCSFA. In performing the work, the contractor will be expected to: 1. Participate in a kick-off meeting no later than two weeks following award. 2. Support monthly virtual meetings for status updates. 3. Deliver a draft of the study for VCSFA review and comment by 03/01/26. 4. Deliver the final assessment by 05/15/26.
