The City/LCS reserves the right to approve the proposed trash and recycling containers. All containers shall be labeled, lockable, leak proof and covered by a lid. The operator shall close the container lid after removing the trash or recycling materials, if applicable. The containers mechanisms of a drain plug and lid must be kept in good working order at all times. Any maintenance repairs needed shall be repaired at the vendors’ expense, to keep the units in proper working order. The dumpsters shall be inspected and must pass the Virginia Department of Health requirements. The City/LCS reserves the right to reduce or increase the requested services, adjust the days of pick-ups and request additional sites (rate to be negotiated), as needed. A. CITY OF LYNCHBURG The City of Lynchburg requires Trash Removal and Dumpster services for various City locations. The Contractor shall furnish labor, new or refurbished containers and equipment for the removal of trash for City sites, per the schedule as detailed on Attachment A, sections A and B. B. LYNCHBURG CITY SCHOOLS Lynchburg City Schools requires Trash Removal, Dumpster and Recycling Services. The Contractor shall furnish labor, new or refurbished containers and equipment for the removal of trash and recycling materials for LCS sites, per the schedule as detailed on Attachment A, sections C, D and E. LCS uses most of their buildings year round and may need to modify hauling schedules during breaks and holidays. Any changes to trash/recycling schedules will be communicated directly with the awarded Contractor and pricing shall be charged at the per haul rate for additional services needed. RECYCLING Lynchburg City Schools is seeking to continue their Recycling Program but understands that the recycling market has changed in the past few years. LCS currently uses single-stream recycling but is interested in alternative ideas for this service. Below are two (2) recycling options to be priced on the Bid Pricing Sheet, the bidder may price both options or only 1 section below in order to be responsive. Any issues of trash contamination in the recycling materials need to be immediately reported to the LCS Assistant Director for Facilities. The number of annual recycling rejections has not been tracked. Option 1: Single-Stream Recycling Single-stream (also known as “fully commingled” or “single-sort”) recycling refers to a system in which all paper fibers, plastics, metals, and other containers are mixed in a collection truck, instead of being sorted by the depositor into separate commodities (ex: newspaper, paperboard, corrugated fiberboard, plastic, glass, etc.) and handled separately throughout the collection process. In single-stream, both the collection and processing systems are designed to handle this fully commingled mixture of recyclables, with materials being separated for reuse at a materials recovery facility). – Wikipedia Option 2: Cardboard Only Recycling Rental cardboard compactor units are to be provided by the Contractor and placed at E.C. Glass High School and Heritage High School. Compactor dumpsters pricing includes providing the selfcontained compactor unit, routine maintenance to keep it in operational working order, disposal of recyclable materials and all hauling fees.
