Specifications include, but are not limited to: 1. EQUIPMENT a) The Contractor shall have the necessary type and quantity of equipment required to perform snow/ice removal services in the performance this contract. (1) The DMV reserves the right to reject any bid which, in the DMV’s sole discretion, does not have the proper type of equipment required for snow/ice removal services (2) All equipment used under this contract shall be operated safely and maintained in a mechanically reliable condition. 2. ICE MELT/SURFACE ICING a) “Ice Melt” under the terms of this contract shall include sand, chemically treated sand, and chemical treatment, or other material as approved by the Contract Administrator, except: (1) Only chemicals which have been approved for use by the Environmental ProtectionAgency (EPA) and the Virginia Department of Transportation (VDOT) shall be used. (2) Gravel and/or gravel dust shall not be used. b) When surface icing has occurred, during icy conditions, or upon direction from the Contract Administrator, the Contractor shall spread Ice Melt across parking lot(s) and entrance/exit ways. The price provided for Ice Melt treatment for parking lot(s) and entrance/exit way(s) shall be all-inclusive (labor, material, equipment, and supplies). c) In the event that there is significant ice accumulation, and/or where there is not a reasonable expectation that ice will melt sufficiently in time for the DMV location to open, removal of ice from parking lots may be required through scraping. d) At the request of the Contract Administrator, the Contractor shall remove all de-icing residues from the parking lot(s) and/or sidewalks, and dispose of them in a proper and legal manner, at the hourly rate included in the pricing schedule. This price shall be all-inclusive (labor, equipment, disposal fees,etc.) 3. PRETREATMENT Unless preauthorized by the DMV, pretreatment of paved surfaces is not required. Pretreatment shall be separately priced and shall be all-inclusive. 4. SIDEWALK(S) a) Grounds men shall be used to remove from sidewalks, steps, and building entranceways. (1) Hand shovels and/or snow blowers ONLY (no motorized equipment) shall be used to remove snow and ice from sidewalks, steps, and building entranceways. b) When there is any reasonable expectation of slippery/icy conditions at the time the DMV location is open for employees and/or the public, upon completion of clearing snow/ice from sidewalk(s), Ice Melt shall be applied to sidewalk(s). c) The DMV will not pay additional fees for shoveling or application of Ice Melt to the sidewalks; this price shall be factored into the “per push” rates providing in the Pricing Schedule, and shall be all-inclusive.
