Generally, the project will consist of widening Devlin Road from an existing 2-Lane undivided highway to a 4-Lane divided highway with raised medians, curb and gutter, sidewalk and a shared use path. The project will also include the construction of a sidewalk along the south side of Jennell Drive that will extend for a distance of approximately 600 feet. Two post and panel retaining walls with soundwalls on top are planned along the residential property lines on the southbound side of proposed Devlin Road. Three additional noise barrier walls are planned along the northbound side of Devlin Road. In addition, the construction will include two culverts and culverts extension. Work includes, but is not limited to, the installation of erosion control devices, clearing and grubbing, grading, excavation, supplying and installing storm sewers pipes, sanitary sewer, waterline, retaining walls, noise walls, traffic signal, signage, pavement markings, lighting, drainage structures, ditches, curb and gutter, concrete sidewalk, asphalt paving, mill and overlaying, and all measures required for the maintenance of traffic during construction. All work shall be performed in accordance with the approved project plans and bid documents. The completed project must meet any and all of the requirements for final acceptance by the Virginia Department of Transportation. This solicitation is governed by the Virginia Department of Labor and Industry Prevailing Wage Rates.
