Specifications include, but are not limited to: 1) Provide qualified project staff with experience in treatment and management of Opioid Use Dependence in an OBOT and or MOUD program, policy and procedure development, and evaluation. 2) Assign one designated project staff who will function as the Point of Contact (POC) for the County Project Officer. The POC must work with the Project Officer to coordinate activities with the identified stakeholders, and arrange and coordinate services. The (POC) is expected to communicate weekly via email, TEAMS, or by phone to update the Project Officer on progress and any challenges encountered. 3) Review the OBOT program description, and its operational policies, procedures, protocols, and data collection to identify areas for improvement, provide feedback and recommendations for adjustments to meet best practices standards outlined by the American Society of Addiction Medicine (ASAM), or the Substance Abuse Mental Health Services Administration (SAMHSA). 4) Facilitate interviews with OBOT team members, other stakeholders, and up to five (5) current or past clients (either through individual interviews or a focus group). The County will provide contact information as needed. 5) Provide a final written report at the conclusion of the evaluation. The report must be submitted to the Project Officer electronically as a Word document for distribution to stakeholders for review and approval. The final report must include: a) Summary of the methods used overview of findings and recommendations. b) Recommendations and modifications to program operations to include best practices for OBOT programs and/or data collection to improve program performance and monitoring. All written materials, recommendations and reports must be provided to DHS staff for use and distribution. Any contract branding will be retained on such documents. 6) Upon submission of the final report, the Contractor must schedule a meeting with the Project Officer and stakeholders to review findings and recommendations and address any questions or concerns. 7) Upon completion of the project, and upon request by the County, provide follow-up consulting services to assist BHD staff with implementation of the recommendations and to evaluate effectiveness of changes. Consulting services will be on an as needed hourly basis only and specific scopes will be discussed prior to authorization of the services.
