A. Site Advancement Roadmaps (for six sites) ● Conduct a comprehensive assessment of each of the six priority sites using infrastructure and constraint information provided by the Commission and partners, and deliver insights on readiness, gaps, and opportunities for advancement. ● Evaluate each site’s Virginia Business Ready Sites Program (VBRSP) tier or equivalent status. ● Evaluate each site’s readiness and determine which industries the site is best positioned to target, outlining steps to enhance competitiveness. ● Coordinate with utility providers (water/wastewater, electric, broadband, gas as applicable) to document current capacity, planned improvements, and implications for site readiness. ● Evaluate transportation access and connectivity for each site, considering road, rail, air, and UAV access, as well as current and planned improvements. ● Develop tailored advancement roadmaps outlining specific steps needed to progress sites through VBRSP tiers. ● Identify potential funding opportunities for infrastructure, environmental mitigation, and site preparation. ● Present draft roadmaps to LEDOs and stakeholders, gather feedback, and revise accordingly. B. Site Selection Investment Report ● Create a regionally tailored investment report offering guidance for future industrial site acquisition. ● Recommend site evaluation criteria (e.g., utilities, topography, environmental conditions, access, zoning, workforce proximity) defining thresholds and a scoring framework for future site decisions, rather than recommending specific sites. ● Define the key site characteristics that industries require (e.g., size, access, utilities, workforce) and provide insights on how NRV sites compare with competing regions. ● Provide a scoring matrix for future site selection decisions. ● Integrate findings from utility and VEDP information into evaluation criteria and site characteristics. ● Present draft to project partners, collect feedback, and finalize.
