Offerors’ proposals should demonstrate their ability to provide all necessary labor, materials, equipment, and technical and professional services required by the County to successfully complete the specified work. Proposals should clearly outline the disciplines available within the firm and specify any services that will be subcontracted to other entities. 1. Construction Phase Engineering Services: a. Communicate the County’s instructions to the contractor through the inspector. The Engineer will have the authority to act on behalf of the County to the extent authorized by the County. b. Make regular visits to the project site. • The County may, during the course of the contract, make emergency requests of the Contractor which may require immediate response. Upon receipt of an emergency request for services the Contractor should have a work crew on site within two (2) hours of receipt of the emergency request. The Contractor should be on a twenty-four (24) hour call for emergency situations which may arise. c. Review and approve all contractor submittals. d. Prepare all change orders. e. Conduct monthly progress meetings throughout construction. f. Review and recommend approval of the contractor’s payment applications. g. Conduct inspections to determine if the project is substantially complete and a final inspection to determine if it has been completed in accordance with the final plans, specifications, and other contract documents. h. Prepare a set of re-producible “Record” prints of drawings indicating changes made during construction. i. Review any claims filed by the contractor and provide a written recommendation to the County regarding its validity. j. Provide administrative services as needed during both Design-BidBuild and Design-Build contracts. k. Manage and maintain all relevant project documentation within PlanGrid, Autodesk Build, Microsoft SharePoint, or a similar software platform. B. Construction Engineering Inspection services to be performed may include, but not be limited to, the following: 1. Basic Services: Materials testing, project inspection, preparation of daily diaries and weekly reports, preparation and review of Equal Employment Opportunity (EEO) documentation and performance of Davis-Bacon interviews, payment verification, permit compliance, change order tracking, punch list, final inspection, and related services. 2. Final Design and Pre-Construction Phase: a. Review drawings, specifications, and other solicitation documents for errors and constructability issues prior to advertisement. b. Determine the type and approximate number of quality control (QC) material tests that will be performed on the materials to be used on the project...
