Specifications include, but are not limited to: The City of Hampton (“City”) is seeking a qualified vendor to provide occupational safety and health confined space program safety services to its departments and divisions. SCOPE OF CONTRACT Services and deliverables must include, but not limited to: • Identify, document, and evaluate a list of all confined spaces per department and division. • Identify, document, and evaluate confined spaces that are permit-required. • Perform and hazard assessments for identified confined spaces. • Perform job hazard analysis for tasks involving confined spaces. This is inclusive of non-permit required fleet service pits, permit-required confined spaces, and various other confined spaces. • Provide guidance and procedures on confined space entry. This is inclusive of personal protective equipment (PPE), respiratory protection, tools, and all equipment recommended through various regulatory standards and best practices. • Create a written program for departments and divisions. Programs may involve one master program with various sections per division or a single program for a department. • Observe and assess confined space entry operations for process improvement. • Work with the Hampton Division of Fire and Rescue to ensure emergency response plans are up to date involving confined space emergencies. • Provide and document confined space training to departments and divisions. Training must be supplied to training coordinators upon completion. • Provide on-call services when necessary to evaluate confined spaces, entry procedures, and to provide recommends. • Recommend medical surveillance needs, if necessary. • Provide Risk Management and departments with supporting documentation regarding recommendations, testing, and assessments.
