This contract requires comprehensive and professional planning, engineering and architectural services for airport capital improvement projects. The following services may be included under this contract: 1. Development of studies and reports as requested 2. Civil Engineer design for Airport CIP projects as shown on the Town of Leesburg CIP. This will include environmental assessments as needed, surveying, geotechnical investigations and interpretations, design layouts and detailed design for pavement, storm, phasing 3. .Support for the bidding of the project including development of bid documents including all needed specifications and descriptions, facilitate prebid meetings, provide responses to any questions during bidding, review of the bid forms and recommendation of award. 4. Support for the construction administration during construction. This may include: review and approval of submittals, response to RFI’s, review and approval of pay requests, on site support as needed for inquiries, redesign if needed, support during inspections and closeout and any other support as needed. 5. Although for most projects, construction management will be supplied by the on-call engineer selected for this service, there may be some projects where support may be required for construction management especially for a small project that may only have DOAV funding which only funds part-time inspection support. 6. Support during the CIP development, including meeting with FAA and DOAV and drafting the annual CIP letter to be submitted in April, monitoring the grant application process, development and submission of grant applications, development and submission of grant reimbursement requested, development and submission of any documentation required for the grant and support with grant closeout requirements. 7. Conduct independent fee estimates for the construction management task orders as needed. 8. Support for the development and revision to the Airport Master Plan. 9. Support supplying review and consulting for other projects like road widenings to ensure there is no impact to the airport. 10. Any other Airport related projects or support as needed.
