Request for Information (RFI): U.S. Geological Survey Comprehensive Condition Assessment (CCA) Method and Process Development
The U.S. Geological Survey (USGS) is seeking information from vendors to help define and develop a comprehensive AI solution for our Comprehensive Condition Assessments (CCA). This notice is issued solely for information, planning and market research purposes. This Request for Information (RFI) does not constitute a Solicitation or an indication the Government will contract for the products or services contained in this notice. This notice is not to be construed as an acquisition Request for Proposal (RFP) or Request for Quotation (RFQ), nor is any commitment on the part of the Government to award a contract implied, nor does the Government intend to pay for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this notice or any demonstrations provided. Any response received will not be used as a proposal. Please ensure that any sensitive or protected information is marked as such and the government will ensure this information is not released externally. The applicable NAICS code(s) are 513210-Software publishers, standard size $47.0.
The USGS is searching for small business concerns, i.e., 8(a) businesses, HUBZone businesses, small-disadvantaged businesses, woman-owned small businesses, veteran-owned small businesses or service-disable veteran owned small businesses capable of providing the described products or services. Large businesses are also encouraged to respond to this RFI. Vendors are to specify their socio-economic status (i.e. business type) within their RFI response package.
The USGS is also requesting confirmation whether the vendor's services solution can be obtained through an existing GSA schedule contract, NASA SEWP contract or through open market means. If these services can be obtained via Federal Supply Schedule, please provide the vendor contract number and the Schedule and SIN (if GSA) that applies to the services. The resultant contract, if there is such, is anticipated to be firm fixed price. The USGS does not have an anticipated procurement timeframe.
Objectives
The USGS aims to modernize its CCA process by integrating artificial intelligence (AI) technologies. We are looking for vendors who can provide insights and capabilities to develop an AI-driven tool tailored and capable of performing facilities condition assessments, generating reports for capital planning, and functioning as a chat assistant to answer questions and provide strategic insights.
Information Sought
We are interested in understanding the capabilities of vendors in the following areas:
1. AI Integration:
- How AI can be used to perform condition assessments of various structures, including buildings, parking lots, water containment ponds, and utility distribution systems.
- Examples of AI-driven data collection methodologies for assessments.
- Integration of AI tools with existing systems like IBM Maximo.
2. Reporting and Analysis:
- How AI can generate comprehensive reports and documents for capital planning.
- Methods for AI to project deficiencies, estimate costs, project data sheets, and formulate maintenance and improvement plans.
3. Chat Assistant Capabilities:
- How AI can function as a chat assistant to answer questions, formulate strategies, and provide reports.
- Examples of AI-driven chat interfaces and their applications in similar contexts.
4. Modernization and Best Practices:
- Recommendations for modernizing the current CCA methodology using AI.
- Best practices for implementing and sustaining AI-driven solutions in a government setting.
Submission Instructions
Interested vendors are invited to submit a Capability Statement, not to exceed 10 pages, including attachments and exhibits. The Capability Statement should include:
- Company name, address, point of contact, email address, and business type.
- Description of the vendor's AI-driven solution and its capabilities.
- Relevant past performance information for similar projects conducted within the last three (3) years.
- Any additional information that demonstrates the vendor's ability to meet the objectives outlined in this RFI.

All responses must be submitted NLT September 10, 2025, at 10:00 PM pacific time via e-mail to: dparkin@usgs.gov. At this time, the Government is not accepting questions pertaining to the RFI notice.
Responses to this RFI notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future RFQ announcements separately from responses to this RFI. Any RFQ that may be issued will be posted on SAM.gov. It is the responsibility of the potential responders to monitor the site for additional information pertaining to this announcement.
