Th City of Richmond is transitioning from its traditional City-managed non-departmental grant process to a model managed by expert grantmaking partners, beginning with the FY27 budget. This approach builds on successful pilot programs including the Health Equity Fund, Positive Youth Development Fund, and Early Childhood Care and Education Trust Fund, all of which have demonstrated improved outcomes, enhanced grantee support, and equitable processes. The City's vision is that the Contractor(s) will serve as expert grantmaking partners that ensure equitable, transparent, and effective distribution of public funds to nonprofit and community-based organizations across four core focus areas: Arts and Culture, Children and Families, Economic Mobility,and Health.
