Review performance of CDD’s current operations and administration, its interrelationship with departments internal and external to the County as well as provide insights as to how it compares to industry standards, similar localities and best practices. A presentation is to be delivered to County executive leadership and CDD staff. Submittal of written recommendations is to be included. Goals 1. Understand the current operations and administration of CDD. 2. Define current state and customer service level targets including but not limited to its Development Review process and align processes to optimize performance. 3. Establish community development performance metrics. 4. Assess CDD functions’ overlap with Facilities and Environmental Services, the Economic Development Office, and Parks & Recreation. 5. Evaluate and identify the resources needed for CDD to thrive 6. Ensure CDD has tools and processes to achieve and track continuous quality improvement. Scope of Work Outline 7. Collect data 8. Conduct Current State Organizational-Level Analysis with input from executive leadership 9. Complete departmental-level management and operations analysis from staff interviews (80-90 member staff), with process diagrams 10. Define Interdepartmental relationships and integration, conduct interviews 11. Assess customer satisfaction with CDD services 12. Compare CDD’s performance with industry benchmark data and data from other communities; provide written report 13. Report out final findings with action plan recommendations, including presentation to leadership. 14. Deliver written final report.
