The selected firm will deliver planning, civil engineering, and architectural services focused on earlystage (30%) design of site infrastructure and layout to support a future Commercial Range Operations and Control Site. This effort is primarily focused on civil sitework, utilities, and spatial layout, it is not expected to include detailed building design. Key Design Elements include: a. Independent redundant fiber pathways to support commercial customers from the MARS laydown yard to all launch pads, facilities and MARS Industrial Complex (MIC). b. Development of power requirements and infrastructure required at the MIC and MARS laydown yard to support range assets based off industry standards and needs. c. Civil, structural, and electrical designs for the development of a Launch Complex Control Center on Wallops Island within the MARS laydown area. d. Provide secure, scalable infrastructure for classified and unclassified lines with cost. e. Communications building as central hub to connect between the MIC and Launch Complex 0. f. Provide secure, scalable infrastructure for classified and unclassified lines with cost. g. Directional boring details with either directional boring, open trench, or knifing. h. Provide shortest and most cost-effective path from laydown yard to MIC. i. Access and circulation planning for: 1. Parking layout 2. Access control 3. Separation of personnel/vehicle flows
