Phase 1: Information Gathering and Needs Assessment The selected recruitment consultant will meet virtually or in-person with 10-15 key stakeholders in the community to gather community feedback and gain a deep understanding of community and department needs. The consultant will update the Chief’s position description, prepare an ideal candidate profile, understand the City’s potential compensation package, and prepare recruitment materials. The City is committed to an open and transparent process with resident engagement. Phase 2: Recruitment The consultant will oversee the placement of appropriate advertisements and solicit outstanding candidates. The police chief position will remain open until filled but the City and consultant will establish a “first review of applicants” date. Phase 3: Review of Candidates and Selection of Finalists The consultant will work with the City to narrow the applicant pool to a reasonable number of finalists. This process will involve working with senior City staff and a city manager-appointed stakeholder panel. The consultant will exercise professional judgement to assist with the review process, including conducting preliminary background and reference checks for up to ten qualified candidates. The consultant will work with the city manager to select a date for the final interview of the finalists. Phase 4: Interview Finalists and Complete Hiring of the Best Candidate The final phase of the recruitment process will involve the consultant assisting city staff with the coordination of the interview process. The consultant shall attend in-person interviews with the finalists and provide any additional information the City may require. The interview process has not been designed yet but will involve some community engagement and stakeholder interactions with all finalists. The consultant shall complete the background check for any finalist(s) the City may be considering. The final offer and negotiation with the selected candidate will be handled by the city manager, though consultant advice and assistance are expected.
