The Successful Offeror shall develop the Capital Impact Model to determine the cost to the County of mitigating impacts of new proposed residential development on the County’s capital facilities on a case-by-case basis. The capital facilities to be addressed as part of this effort are: (1) Public Schools, (2) Parks and Recreation, (3) Public Safety: Sheriff, (4) Public Safety: Fire and Rescue, (5) Public Safety: Animal Protection, (6) Transportation, (7) Library, (8) General Government, (9) Courts, and (10) Environmental Services/Solid Waste. The Capital Impact Model shall identify any new proposed residential development impacts on the facilities listed above. It will also determine cash proffer amounts for those impacts where state law allows cash proffers to be accepted. Cash proffers are one-time voluntary monetary commitments made at the time of a change in zoning to offset the impact on public facilities from the proposed change in use of a property. The funds collected from cash proffers are used to construct capital improvements to maintain levels of service, and can only be used to provide additional capacity, not operations or maintenance. The Capital Impact Model will be developed in a user-friendly format (i.e. Microsoft Excel, Visual Basic) to allow for use by the County, or the Consultant, in evaluating rezoning applications on a case-by-case basis.
