Specifications include, but are not limited to: 1. Trainer must have a working knowledge of the rules of evidence and laws of search and seizure as it applies to patrol work and police canines.; 2. Trainer must be a member in good standing with the NAPWDA during the entire contractual period to ensure their ability to test/certify Lynchburg Police Department Canine Teams in their respective phases/categories/disciplines.; 3. Trainer must be an existing Certified Master Trainer with NAPWDA, or be able to obtain certification within 90 days of contract execution, and maintain certification during the entirety of the contractual period. If the certification is not obtained within 90 days of an executed contract, the City reserves the right to terminate the contract immediately upon the passage of the 90th day. While under contract, if the Master Trainer’s NAPWDA certification lapses or is cancelled, the City reserves the right to terminate the contract immediately upon notice of such lapse or cancellation. Contracted vendor / trainer is required to notify the City immediately if they become aware that their certification has lapsed or been cancelled.; 4. Trainer shall have a working knowledge of the various dog breeds utilized for police work to include but not be limited to: Belgian Malinois Dog, German Shepherd Dog, Dutch Shepherd Dog, Labrador Retriever Dog, German Short Hair Pointer Dog, and Bloodhound Dog.; 5. Trainer shall have a working knowledge of police canines to include but not be limited to the following areas: record keeping, kennel maintenance, equipment, daily grooming and inspection, basic anatomy and physiology, first aid, mental and physical stress, obedience, tactical obedience, genetics/environments/drives, tracking, trailing, narcotics detection, explosive detection, basic search and seizure rules, modular training/mastery learning, legal principles for patrol dogs, court room testimony for canine handler, building search, area search, and man work/handler protection.
