Specifications include, but are not limited to: Provide the City of Hampton and Hampton Coliseum with Crowd Management/Security, to include event staff to manage crowds, state certified security staff, and parking staff on an as needed basis. Crowd management/Security will be specifically tailored to public assembly events, and successful Offeror’s company shall work in conjunction with the Hampton Police Department and the ‘in house’ staff during Coliseum events. Positions to include: • Crowd Management/Security staff- To provide Security services and Guest services; staff positions to include ushers, ticket takers, security staff, and others positions as required. • Parking Staff- to direct traffic and park cars in the Hampton Coliseum Parking lots. • Other personnel services to be determined as needed and mutually agreed. 1. CROWD MANAGEMENT/SECURITY a. Offeror is to provide event staffing to manage crowds and provide state certified security services on an ‘as needed’ basis. Crowd management/Security will be specifically tailored to public assembly events, and offeror’s company shall work in conjunction with the Hampton Police Department and the ‘in house’ staff during Coliseum events. b. Crowd management/security policies, techniques and experience will be instrumental in the selection process. 1) The seating may be either reserved or general admission; alcohol may or may not be available; stage set-ups may be end, in the round, or performing arts style. 2) The age of the attendees will vary as well, from young children, teenagers, college age youth, or a mix of age groups depending on the event. c. Each event requires its own unique brand of crowd management/security and the offeror should demonstrate experience in all types of events. 2. PARKING STAFF a. Offeror is to provide parking services on an as-needed basis. Parking services will be tailored to public assembly events, and offeror’s company shall work in conjunction with the ‘in house’ staff in a manner recognizing and following all necessary safety measures. Service will include but not be limited to: 1) Participates in the planning stages of event parking. 2) Monitors and supervises staff to ensure maximum safety, efficiency and patron delight. 3) Assists in the setting up and breakdown of the parking lot such as Traffic cones and barricades. 4) Deals with customer complaints and safety issues. Reports a summary of all complaints to the Senior Parking Lot Supervisor on a nightly basis. 5) Guide and park patrons in pre-lined spaces in asphalt lots as well as ‘lime marked’ spaces in dirt lots. 6) Other duties as assigned.
