The Contractor shall comply with all applicable federal, state and local laws, rules and regulations applicable to the provision/performance by the Contractor of the goods/services that are subject to any contract resulting from this solicitation. During the duration of the contract, the contractor will not provide removal, repair, improvement, renovation or construction-type services that would require them to possess and maintain an appropriate State of Virginia Class A, B, or C Contractor License (as required by applicable regulations and value of services to be performed). A Property Maintenance and Handyperson Services: Provide various property maintenance and handyperson services to include (but not limited to) such tasks as mowing grass, removing trash, brush cutting, tree limb removal, fence repair, boarding windows and doors, removing yard clutter and miscellaneous large debris, removing graffiti, trimming bushes and trees, etc. on an on-call/as-needed basis on private and public properties citywide. The contractor will be required to provide the vehicles, equipment, supplies, chemicals and skilled personnel necessary to satisfactorily achieve the City’s objective during the period of this contract. B Standards for performance of Services for Handyperson Services: The contractor will be responsible for collecting violation notices from City Inspectors electronically or in person at City Hall each day Monday through Friday during the business hours of 8:00am-5:00pm. The contractor will be responsible for visiting the specific, cited addresses in the field, reviewing the associated, required tasks and then notifying the appropriate inspector of all costs prior to the start of any work as requested, if applicable. The contractor will be responsible for submitting ‘before and after’ photos of each task to document the work completed. These photos shall be date/time stamped, referenced by street address and a printed copy of the photo submitted with every invoice. The ‘before and after’ photos shall be taken from the exact same location(s) to accurately portray the work completed. The City requires that service responses be made within 24 hours after receipt of notice from City inspectors. City inspectors may require assistance on average between one to ten times per week, depending upon the time of the year. Work shall be completed within one to five business days after receiving task orders from inspectors. C Invoicing for Handyperson Services: The contractor must complete forms provided by the City (if applicable) which will then be submitted with invoices. Submission back to the City must occur within five (5) to seven (7) business days after initial pick-up. Forms must include contractor business name and individual contact name, contractor address and phone number, start and completion times, specific task(s) completed and total invoice amount. Contractor must be available to discuss service methods as needed if/when invoices are disputed or questions arise. D Snow Removal: The contractor will be required to provide the vehicles, equipment (shovel or hand-operated/pushed snow blowers only), supplies, chemicals and skilled personnel necessary to satisfactorily achieve the City’s objective during the period of this contract. E Standards for Performance of Services for Snow Removal: The contractor will be responsible for collecting violation notices from City Inspectors electronically or in person at City Hall during the business hours of 8:00am-5:00pm immediately following the 24-hour period after cessation of a weather event. (The City Manager will declare the official end of the weather event and depth of snow for purposes of enforcing the City Ordinances). The contractor will be responsible for reviewing specific, cited addresses in the field to determine if work has been completed after warning/citation has been issued by City inspectors. The contractor will be responsible for submitting ‘before and after’ photos of the snow/sleet/ice removal to document the work completed. Photos shall be date/time stamped, referenced by street address and a printed copy of the photo submitted with every invoice. Photos are required of all addresses, even those in compliance when the contractor arrives to perform the services. ‘Before and after’ photos shall be taken from the exact same location(s) to accurately portray the work completed. The City requires that service response be made at the first destination within one hour after receipt of notices from City inspectors. The City may dispatch on average between three to eight inspectors during one weather event. Work shall be completed in the order of the notices/earliest time-cited entries received first. No equipment other than a shovel or hand-operated/pushed snow blower is permitted for use on public sidewalks.
