The selected Offeror (“Consultant”) shall serve as a subject matter expert (SME) to assist, guide, advise, and support Hanover County throughout all phases of the AUS/CIS Version 5 upgrade. In this role, the Consultant shall ensure the development and delivery of accurate, complete, and realistic project artifacts, analyses, and documentation. The Consultant shall also assume all project administration and vendor communications responsibilities on behalf of DPU, essentially acting as a liaison between DPU and AUS. At a minimum, the Consultant shall support the County in producing, reviewing, or validating the following materials: • Upgrade Implementation Plan • Comprehensive System Assessment • Data Migration Plan and associated Validation Reports • Testing Documentation, including Test Plans, Test Scripts, and Test Results • Resource and Staffing Plan aligned to project requirements • Communication and Reporting Plan for internal and external stakeholders • Training Plan and Training Materials to support staff readiness • Go-Live Readiness Plan, including cutover preparations and risk mitigation • As-Built System Documentation reflecting the final configuration and integrations • Final Project Report and Post-Implementation Review, including lessons learned and recommendations
