Specifications include, but are not limited to: The City of Chesapeake (“City”) wishes to conduct an RFP to engage a value-added reseller (a “VAR”) to develop and implement a Proposed Solution to deploy a Citizens Broadband Radio Services (“CBRS”) private long-term evolution (“LTE”) radio access network (“RAN”) in support of the City’s emerging Chesapeake Connects and smart city strategy. The successful VAR shall provide all materials, equipment, and services necessary to implement the Proposed Solution. The RFP will be conducted under Va. Code § 2.2-4302.2 “Process for Competitive Negotiation.” The resulting contract(s) will include two components, consisting of (i) a Turnkey Technology Pilot (Pilot) and (ii) a full Radio Access Network (RAN) Implementation. The Pilot will consist of defined use cases deployed on a single base station. The outcome of the Pilot will inform the design and scope of the RAN, which will consist of a system-wide deployment of up to 26 cell sites in three Chesapeake Connects construction phases to provide coverage of specific areas throughout the City. The selected VAR will be responsible for planning and deploying the Pilot using information provided by department “Champions”, who will serve as both subject matter experts for each use case and liaisons to other required support resources.
