The U.S. Fish and Wildlife Service (FWS) intends to award a firm-fixed-price commercial services contract under FAR Part 12 and FAR Part 13 procedures for waste disposal services at Don Edwards San Francisco Bay National Wildlife Refuge, Fremont, California. The contract will include a base year and four option years for a total estimated value of approximately $110,000 annually, or $550,000 over five years. Services will include furnishing all containers, equipment, and labor necessary for scheduled collection, transportation, and disposal of garbage, recycling, and green waste in accordance with local regulations and refuge requirements.
This action will be awarded on a sole source basis to Allied Waste Services of North America. Allied Waste Services is the exclusive franchise holder authorized by the City of Fremont to provide commercial waste disposal services, making competition impracticable. This determination is made in accordance with FAR 13.106-1(b)(1)(i), which permits soliciting from one source under simplified acquisition procedures when only one source is reasonably available, and FAR 6.302-1, Only One Responsible Source, as implemented under simplified acquisition procedures.
This notice is not a request for competitive quotes. No solicitation will be issued. Interested parties may identify their capability to provide these services by submitting a written response to the Contracting Officer no later than the standard lead time for commercial services of this scale. Responses must include documentation demonstrating legal authority to perform waste disposal services within the City of Fremont.
