This Request for Information (RFI) is for planning purposes, and is not to be considered an invitation for bid, request for quotation, or as an obligation on the part of the Government to acquire any products or services. No reimbursement will be a made for any costs associated with providing information in response to this RFI or any follow up information request. Respondents will not be notified of the results of the evaluation of the information they provide. No contract award will be made on the basis of responses received. The information will be used in a Market Research Report assessment of sources capable of providing an acoustical system.
Description of Requirement
The Army Office of Business Transformation (OBT) has been tasked to mature the Army Business Enterprise Architecture (ABEA) into a vertically and horizontally integrated enterprise (business) architecture, capable of supporting the full spectrum of business transformation analysis, expanded by harvesting System, Command, and Domain architecture, and integrated through workshops designed to fill gaps in the E2E processes.
OBT Potential Requirements for ABEA Maturation
1. OBJECTIVES are to complete the following deliverables and provide the following services:
Enterprise Architecture Development and Maturation
o End-to-End Process ABEA Architecture
o End-to-End Data ABEA Architecture
o End-to-End ABEA Application/Technology Architecture
Architecture and Portfolio Analysis
o Army Portfolio Review Analysis
o Problem Statement Analysis
o Other Ad-Hoc Analyses
Enterprise Knowledge Repository Operations and Evolution
o EKR Conops (Annual Update)
o EKR Functional Requirements
Transformation Activities Support
o Facilitation
o Workshop Planning, Execution, After Action Reporting
Other Business Domain Liaison Activities
• Day-to-Day collaboration with Domain representatives
Contractor shall provide the following detailed deliverables within the designated period of performance (365 days):
a. End-to-End Process ABEA Architecture
Provide updates to the Army's 17 E2E business processes, defining a stream-lined and re-engineered state based upon a prioritized subset of processes.
b. End-to-End Data ABEA Architecture
Define a conceptual data model (DIV-1) for the ABEA based upon information requirements defined in (a).
c. End-to-End ABEA Application/Technology Architecture
Provide Systems/Services Views of the Army Business IT portfolio (with emphasis on ERPs and other enduring systems) that is fully integrated with (a) and (b)
d. Army Portfolio Review Analysis
Provide a framework for conducting annual reviews of the Army BIT portfolio based upon the evolution of the ABEA and the capabilities of EKR. Provide an annual update (enhancement) of the reviews, analysis, and analytical products.
e. Problem Statement Analysis
Provide architectural and portfolio analysis of proposed new solutions and updates to existing solutions (Problem Statements).
f. Other Ad-Hoc Analyses
Provide continuing ad-hoc analyses of Army processes and solutions. Determine opportunities to institutionalize ad-hoc analyses.
g. EKR Conops (Annual Update)
Working with EKR stakeholders and internal users, update the EKR Conops. Work with EKR software vendor and material developer to integrate new capabilities over time.
h. EKR Functional Requirements
Develop an annual EKR Functional Requirements Document based upon (g).
i. Facilitation
Develop a standard process for providing Facilitation, Workgroup Leadership, and other collaborative techniques to facilitate Army Business transformation activities. Provide quarterly training to government and other designated personnel on standard processes.
j. Workshop Planning, Execution, After Action Reporting
Based upon (i), conduct and deliver collaborative working sessions to Army BMA stakeholders at the Headquarters, Command, Domain, and other levels.
k. Day-to-Day collaboration with Domain representatives
Conduct on-going activities, including direct support for Domain activities that mirror OBT activities (architecture, process improvement, facilitation, etc.). Possess, or acclimate to Army Business Mission Area Lines of Business (HR, Finance, Training and Readiness, Acquisition, Logistics, IE&E)
