1. Receive approval from VDH’s BRFSS Project Director for Computer-Assisted Telephone Interviewing (CATI) Programming prior to fielding. Unapproved work will not be reimbursed and data resulting from such will not be accepted. 2. Adhere to policies and procedures set forth by the Centers for Disease Control and Prevention (CDC), where applicable Attachment E – BRFSS Data Collection Protocol (most recent from CDC) and Attachment F – CDC BRFSS Questionnaire 2025 DRAFT. 3. Annually complete a minimum of 1,650 landline telephone interviews (defined as CDC designated disposition code 1100), an estimated 47 interviews per Health District. Approximately four (4) landline interviews should be conducted per month. 4. Annually complete a minimum of 3,850 cellular telephone interviews (defined as CDC designated disposition code 1100), an estimated 110 interviews per Health District. Approximately ten (10) cellular telephone interviews should be conducted per month. 5. Conduct 40% of landline calling attempts on weekdays before 5:00 p.m.; 40% of landline calling attempts on weeknights and weekends after 5:00 p.m.; 20% of landline calling attempts on the weekend before 5:00 p.m. 6. Conduct cell phone calling attempts during all three (3) calling occasions (weekday, weeknight, and weekend) with approximately 30% on weekend calling occasions; modify schedules to accommodate holidays and special events; make weeknight calls after 5:00 p.m.; adhere to respondents’ requests for specific callback/appointment times whenever possible 7. Possess the capability to monitor telephone conversations, including the respondent and the interviewer, and the computer screen for accurate recording of responses. 8. Adhere to policies and procedures set forth, where applicable (reference Attachment E). 9. Comply with the 2025 Federal Communications Commission (FCC) rulings regarding automation and dialing of cellular numbers. 10. Ensure professional and high-quality delivery services in all requirements of the contract. B. VDH, in partnership with the Centers for Disease Control (CDC), will, upon contract start date, provide the Contractor the following: 1. The 2025 BRFSS survey questionnaire, 2. Spanish translations for the core and optional modules by January 1, 2026 *estimated date, 3. Data file layout, 4. Coding instructions and editing criteria for each questionnaire item, 5. Instructions for quality control, 6. PC Edits or more current programs for data checks by April 30, 2026 *estimated date, 7. Procedures for submitting data to the CDC and the VDH, and 8. A list of counties by public health district (HD) for the purpose of stratification. 9.Exercise the option to initiate callback verification procedures to ensure data quality C. The Contractor must possess a minimum of two (2) years of survey experience to include the following: 1. Management, direction, and quality control of complex surveys involving phone, mail, and web data collections, and listed and Random Digit Dial (RDD) samples 2. Management and supervision of project teams to fulfill project objectives and deliver high-quality data and deliverables to clients 3. Questionnaire design to develop survey instruments that align with client expectations, measurement criteria, and project goals 4. Training and supervision of over 100+ interviewers to ensure calling protocols are adhered to correctly and reliable data are collected 5. Working collaboratively with statisticians, programmers, and data processors to create complex question verification logic, develop specifications for data collection reports and tabulations, and generate weighted and unweighted data sets 6. Conducting budget, timeline, and stating reviews and forecasts to ensure project efficiency and progress 7. Working with clients to offer ideas and solutions for increased efficiency; and 8. Management and client collaboration to provide high-quality data collection and deliverables.
