Specifications include, but are not limited to: A. Contractor will provide services from December 1st thru March 31st or for the duration of NNPRT Winter Youth Basketball program AND from June 1st thru August 31st or for the duration of the NNPRT Summer Youth Basketball program. B. Games will be held on weeknights (Monday through Friday) between the hours of 5:30 PM and 9:30 PM and Saturdays between the hours of 9:00 AM and 5:00 PM with the exact dates and times to be determined prior to the season start. C. Contractor will be responsible for providing two (2) officials per game for all leagues (Mite ages 7 to 8 years old, Junior 9 to 10 years old, Intermediate 11 to 12 year old, and Seniors 13 to 15 years old) at selected playing sites in Newport News. Exact site locations will be determined prior to each playing season or scheduled event. At least one (1) official will be required to have a current Virginia High School League (VHSL) or National Federation of High Schools (NFHS) certification at each game. D. All officials shall be dressed alike in uniforms primarily consisting of the following: 1. A black and white striped shirt 2. Black shorts or long black trousers 3. Predominantly black shoes and black socks E. Contractor shall use the National Federation of High Schools (NFHS) rule book as amended by NNPRT to officiate each game provided that amendments are provided in writing to the Contractor at least one week prior to the first game to be played using the amendments.
