Specifications include, but are not limited to: HRSD has embarked on a multi-phase managed aquifer recharge program to implement the Sustainable Water Initiative for Tomorrow (SWIFT) with the goal of recharging the Potomac Aquifer with up to 100 million gallons per day (MGD) of purified SWIFT Water (wastewater treated to meet drinking water quality standards and be compatible with the aquifer) from up to five (5) treatment facilities. This initiative was developed in response to several environmental and economic challenges facing the region, including the potential of future reductions in the permitted nutrient waste load allocation discharged to the sensitive Chesapeake Bay watershed, depletion of groundwater resources, intrusion of saltwater into the aquifer, and land subsidence. The planning, design, and construction of all full scale SWIFT treatment and recharge facilities is being managed as the SWIFT Full Scale Implementation Program (FSIP). HRSD has hired a program management firm(Owner's Consultant) to assist HRSD in the execution of the SWIFT FSIP.
