1. AUTHORITIES & OBJECTIVES
Under the authority of Title I, Sec. 101 Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States; reduce the vulnerability of the United States to terrorism; and minimize the damage, and assist in the recovery, from terrorist attacks that occur within the United States.
The Office of Field Operations (OFO), Special Response Team (SRT) Headquarters has identified the need for armor plate carriers that are compatible with currently issued uniforms and equipment.
2. SCOPE
This Statement of Work (SOW) defines the minimum physical, functional and technical requirements for SRT Plate Carriers. SRT’s objective is to provide each DHS/CBP OFO SRT Operator, as mission dictates, a compatible plate carrier. The selected plate carrier will enhance our operators’ ability to complete their respective missions with the confidence of knowing that they are continually equipped with proven equipment. Furthermore, SRT requires the Crye Precision “AVS Detachable Flap M4 Flat” for use with the JPC 2.0 Plate Carrier.
3. APPLICABLE DOCUMENTS
Commercial standards shall be used wherever practicable.
4. SPECIFIC TECHNICAL SPECIFICATIONS
• Must have easy 2-step emergency doffing capability
• Must have hidden vertical webbing loops on front carrier supports detachable chest rigs
• Must have high performance stretch material that allows for plates of varying thickness
• VELCRO® brand panel on the front of the carrier allows detachable MOLLE or mag pouch front flap
• Must have zippers along the sides of the back carrier.
• Low-profile cummerbund attachment that provides maximum adjustability and allows for chest expansion as needed
• Webbing loops on the back of the shoulder straps to support back panels from Crye Precision.
• Drag handle that supports up to 400 lbs.

▪ Must be compatible with and include the Crye Precision “AVS M4 Detachable Flap M4 Flat”
5. DELIVERABLES:
Manufacturer, production or availability notwithstanding, SRT Plate Carriers must ship within one hundred twenty (120) days after receipt of order (ARO). The Crye Precision AVS Detachable Flap M4” must also ship within 120 days after receipt with the Plate Carriers/JPC 2.0. Partial Shipments will only be accepted with prior approval from Special Operations Division (SOD).

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:
The Government does not anticipate providing any GFE or GFI.
7. PERIOD OF PERFORMANCE
This will be a single award purchase. The period of performance for this project is 120 days of the award date delivered in full (pending unforeseen production issues). In the case of production issues, notification of projected delay will be declared in writing via e-mail to the listed CBP/SRT point of contact(s) within 21 days prior to original period of performance date.
Early shipments are acceptable.
8. SECURITY:
There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified. To the maximum extent possible electronic means of information transfer shall be used. Preliminary and final deliveries of required reports shall be in paper and electronic formats. All reports exchanged between the Government and the contractor shall be in a Microsoft Office Professional format.
9.SPECIAL CONSIDERATIONS:
No changes to this SOW or cost increases shall be incurred without prior written approval of the Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.
10. POINTS OF CONTACT
