Specifications include, but are not limited to: • Create a written strategy to recruit at least 10 Arlington residents (referred to as mentees) within 1 month of award acceptance. The written strategy must address the following criteria: o Unemployed (long or short-term), underemployed, employed in low-skill and/or low-wage work, or displaced from an industry negatively impacted by COVID-19; and o No prior work experience in tech employment. o The offeror may not require selected residents to have post-secondary education credentials. o Offeror needs to demonstrate how they would prioritize outreach to historically underserved populations. • Employ and compensate mentees for no less than 30 hours per week for at least 12 weeks. • Demonstrate how they would expand their experiential, work-based learning & training capacity to include at least ten mentees within 12 months of award acceptance. • Describe how the projects for work-based learning and accompanying technical instruction will prepare mentees for careers in the tech sectors most common in Arlington, which include: o Software development/engineering o Cloud technologies o Net engineering/services o Artificial intelligence o Machine learning o Cybersecurity o Data analytics and database management/services
