Franklin County in partnership with STEP, Inc., has planning funds from VA DHCD to study the best pathway for program expansion. Franklin County would like to evaluate the possibility of renovations to the Rocky Mount site for STEP, Inc., the possibility of expansion of STEP, Inc. services into one of the two recently closed elementary schools in Franklin County, other County owned properties or other possible sites. The goal of this application to identify a pathway forward for expanding STEP, Inc. day-school, LIFES Academy and growing STEP, Inc.’s whole family services offerings. Currently, STEP, Inc. programming is limited by the physical space at their facilities. Renovations to STEP Inc.’s Rocky Mount site and possible expansion to a school site or another suitable facility would allow for significant program growth. Franklin County is requesting proposals from consultants to provide the following assistance: Completion of Preliminary Architectural Report (PAR) and Strategic Planning Documentation: • Includes site selection and evaluation for possible building renovations for this project; • Once the site is identified, creation of a PAR that meets guidelines for future federal and state funding; • Includes a project proforma; • Analyze of best and highest use of space at STEP, Inc. current location if LIFES were to relocate to an off-site facility; • Includes providing support for necessary public meetings to review and finalize report.
