Stafford County Public Schools (Stafford Schools) seeks one or more Agencies to provide qualified, national or state-certified American Sign Language (ASL) interpreters, on an as needed basis, for Stafford Schools’ staff, parents, and students who are deaf or hard-of-hearing and require communication services to participate in school business and activities. Services may be required at various times during the school day, evenings, and weekends, as the need occurs, by any Stafford Schools location. Agency/Contractor responsibilities and other requirements include, but are not limited to: A. Provide in-person qualified and certified American Sign Language (ASL) interpreters, including tactile interpreters, to fulfill the Americans with Disability Act (ADA) accommodations and student Individual Education Program (IEP) requirements. i. Include interpreters listed on the Virginia Department for the Deaf and Hard of Hearing (VDDHH) registry or equivalent national registry. ii. An ASL interpreter provided by the Contractor must have qualifications that adhere to Virginia Department of Education’s (VDOE) requirements regarding credentials of sign language interpreters working in educational settings and be sufficient to ensure that effective communication occurs between the individual requiring the interpreter, and the Stafford Schools or other representative requesting the interpreter. B. Ensure interpreters are familiar with the ADA and Individuals with Disabilities Education Act (IDEA), as amended. C. Meet all Health Insurance Portability and Accountability Act (HIPAA) requirements. D. Provide interpreters with experience in a school environment, when possible. E. Provide proof of successful background check. Contractor shall not use currently employed Stafford Schools employees for Stafford Schools assignments. F.
