Specifications include, but are not limited to: The intent and purpose of this Request for Proposal (“RFP”), and the resulting contract, is to obtain services from a qualified firm to provide on-site aircraft maintenance and repair services for the Metro Aviation Unit in accordance with the Scope of Services section of the solicitation. The Successful Offeror shall: 1. Furnish one full-time A&P mechanic (40 hours per each week), equipment, tools, and parts necessary to provide on-site airframe and power plant inspections and repairs as required and recommended by the Original Equipment Manufacturer (OEM) publications and manuals, the Federal Aviation Administration (FAA), and the County. Scheduled inspections, maintenance, and repairs shall be conducted by the Successful Offeror upon request by the County and/or recommendation by on-site A&P Mechanic. 2. Not provide staffing on Federal and State holidays (New Year’s Day, MLK Jr. Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas). Successful Offeror will also not be required to staff up to four weeks throughout the year to provide their A&P mechanic with annual leave. 3. Provide the following inspections: phase I, phase II, phase III, 50 hour, 100 hour, IFR currency, and annual inspections. Successful Offeror will also comply with aircraft airworthiness directives (AD). 4. Provide combined Rebuilt Power Plant, Propeller and Propeller Governor overhauls, and miscellaneous parts and labor for aircraft per the engine manufacturers recommended time between overhauls (TBO) for each aircraft owned by the Metro Aviation Unit. B. Maintenance and Repairs (M&R) shall include, but not limited to, air frame/structure, power plant, avionics, and minor or major sheet metal repair. Prior to purchase of any parts or materials, Successful Offeror shall provide a firm fixed price quote prior to ordering. Any repair items that were not known about before the work began will need to be defined, priced, and approved by the County before any additional work is performed.
