Virginia’s Heartland Regional Industrial Facility Authority (VHRIFA) is soliciting sealed bids from qualified individuals or entities for the lease of undeveloped property (“Property”) located within the Heartland Industrial Park for agricultural use. The intent of this Invitation to Bid (“ITB”) is to identify a responsible bidder willing to lease and maintain the property in a manner consistent with VHRIFA objectives and future economic development plans. The Property consists of approximately 215 undeveloped cropland acreage located within the Heartland Industrial Park, with an address of 200 Heartland Drive, Keysville, Virginia 23947. The Property is intended for agricultural use only. All bidders may visit the site prior to bidding to determine the scope of the work. VHRIFA prefers that agricultural activities performed on the Property shall be performed using the “no till” method. II. SCOPE OF WORK A. The successful bidder shall be required to: 1. Maintain the Property in a clean and orderly condition, including preventing overgrowth or neglect. 2. Use the Property solely for agricultural purposes approved by the VHRIFA board. 3. Comply with all applicable federal, state, and local laws and regulations. 4. Provide proof of general liability insurance, with VHRIFA named as an additional insured. 5. Execute a formal lease agreement approved by the VHRIFA Board of Directors.
