A. The Contractor shall operate a CRSC, located at 16480 Meadowview Court, Leesburg, Virginia 20175, serving as the cornerstone of Loudoun County’s behavioral health crisis continuum for adults (18+). B. The Contractor shall provide comprehensive, evidence-based crisis services designed to prevent unnecessary hospitalization, reduce risk of harm to individuals and the community, reduce law enforcement reliance for behavioral health emergencies, and promote recovery in the least restrictive setting. C. The Contractor shall provide three (3) integrated, separately licensed levels of care, using the following Loudoun County terms aligned to SAMHSA’s 2025 Model Definitions for Behavioral Health Emergency, Crisis, and CrisisRelated Services: 1. Behavioral Health Urgent Care (BHUC). The Contractor shall provide rapid assessment, crisis intervention, psychiatric medication evaluation, and community care coordination for voluntary individuals. 2. Crisis Receiving Center (CRC). The Contractor shall provide secure, high-intensity behavioral health emergency services including continuous observation and intervention for up to 23 hours and 59 minutes, including acceptance of individuals under an Emergency Custody Order (ECO) in accordance with Virginia Code § 37.2-808. 3. Crisis Stabilization Unit (CSU). The Contractor shall provide highintensity extended stabilization through short-term residential treatment typically three to seven (3–7) days (longer if clinically indicated), to include therapeutic intervention, medication stabilization, and discharge planning.
