The administration of COBRA continuation services are currently provided by the P&A Group, while FSA and HSA administration services are provided by HealthEquity, under contracts established since 2019. This solicitation has become necessary in view of the fact that the existing contracts for these services are set to expire by December 2025, via the effluxion of time. Note that the City’s medical plan is self-insured and is administered through Sentara Health Plans. Active employees are offered two medical plan options and pre-65 retirees are offered three medical plan options. Additionally, the City offers a dental plan administered by Delta Dental and a vision plan administered by VSP. The City’s employees have access to health and dependent care flexible spending accounts and all full-time and benefit eligible employees are eligible to participate in these programs.
