Specifications include, but are not limited to: a. All chemicals shall meet all the requirements of FAA Advisory Circular AC150/5200- 30D and SAE AMS 1435 Fluid, Generic Deicing/Anti-icing, Runways and Taxiways and SAE AMS 1431 Compound, Solid, Runway and Taxiway Deicing/Anti-icing. b. Liquid product shall be a potassium acetate based product of a concentrated liquid. c. Urea and Urea based chemicals are prohibited. d. Chemicals shall be manufactured in the continental United States using technology owned by the manufacturer. Chemicals manufactured on license from third parties are not acceptable. e. All quantities set for in this solicitation are estimates only and the Contractor shall supply at bid price actual quantities as ordered whether such total quantities are more or less than shown. f. The Commission anticipates an annual fluid usage of 30,000 gallons, ordered at a semi tanker load quantity on a as-needed-basis. Fluid must be compatible with Alpine RF-11. g. The Commission anticipates an annual solid usage of (3) super sacs, 2,200 pounds each, 1,000 55-pound bags, ordered by the pallet on an as-needed-basis. h. At the Commission’s request, the contractor shall provide a complete acute aquatic toxicity test report for the fluid. The report test protocol shall clearly state the use of current US Environmental Protection methods for measuring the acute toxicity of effluents to fresh water marine organisms. EPA/600/4-90/027. i. The contractor shall provide comprehensive, on site annual training to commission personnel at no additional cost. Said training shall cover at a minimum, performance, environmental and handling characteristics. j. The contractor shall demonstrate a history of successful commercial relationships supplying the chemicals to commercial and/or military airports of similar demographics to that of the commission. k. The fluid shall be blue fluorescent colored. l. The manufacturer and product number of the chemicals to be supplied must be stated on the Bid Form. The Commission reserves the right to request samples of each item. m. The following product information must be submitted with the bid form. i. Safety Data Sheets ii. Product Specifications iii. Environmental Testing iv. Suggested Application Instructions. n. Permits and Licenses if required, will be provided within strict compliance of all governing regulations. The contractor will be responsible for obtaining all applicable permits for this contract at no additional charge. o. The Commission by law will not receive any materials, products or chemicals which may be hazardous to an employee’s health unless accompanied by a Safety Data Sheet when received. i. Contractor shall supply in duplicate (2 each) Safety Data Sheet (SDS) for each chemical supplied. ii. SDS forms shall meet the requirements of the Virginia Occupational Safety and Health Hazards (1910.1200)
