SOURCES SOUGHT Sources Sought Only: This is not a request for bids, quotes, or proposals. This is a Sources Sought notice for the identification of potential vendors capable of providing the PAR Excellence Weight-based Inventory Management Systems (WBIMS) for the Fayetteville VAMC, 2300 Ramsey Street, Fayetteville, NC 28301. Fayetteville VA Coastal Health Care System presents a need for an improved inventory system, PAR Excellence Weight Based Inventory System (WBIMS). Historically, Supply Chain Management Service (SCMS) has used cycle counting to monitor inventory levels within each service s supply closets. This resupply process of the supply closets is labor and time intensive. In times of heavy workloads due to low availability of supply personnel and/or hospital patient load, it can potentially decrease the ability to restock supplies in a timely manner. The facilities have realized this system is not efficient as it requires staff to continuously scan the inventories to track changes. The facility leadership researched how similar size facilities were able to gain better inventory tracking systems, reduce stock outages, and reduce cost. A weight-based system will augment SCMS s effectiveness and timeliness to resupply inventory while decreasing the workload of supply personnel and mitigating risks to patients. The purpose of this notice is to gain knowledge of potential qualified sources and their business size classification (HUBZone, 8(a), small, small disadvantaged, small veteran owned, or service-disabled veteran owned small business) relative to NAICS 311511 (Fluid Milk Manufacturing) and the Size Standard of 700 Employees. Consistent with Public Law 109-461 VA's Veterans First Contracting Program , first priority would be given to Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) and Small Business (SB) concerns, should there be sufficient firms available to compete under a set aside if the requirement goes to solicitation. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. Potential vendors should be capable of supplying the following: Software License PAR Scale Products PAR Hardware Accessories Third Party Storage Purchases Implementation services Authorized letter from OEM PAR Excellence to provide requested WBIMS system, and provide authorized installation/implementation services. Interested and capable respondents are requested to provide the information below. Company name, address, point of contact, phone number, SAMs UEI number and DUN s Number List of available products, and business size (small or large business concern). Whether or not they are small business manufacturers of the products they wish to offer, or Whether or not they are distributors of a small business manufacturer Failure to provide the above information may result in the potential offeror being considered incapable of meeting the VA s needs If the contractor can provide the above items, the contractor shall provide a letter from the manufacturer stating they are an authorized distributor/licenser of their products. Again, all respondents shall submit capability statement signifying that they meet the above-mentioned specifications. This is strictly market research, and the Government will not entertain questions concerning this market research survey. The Government will not assume any costs incurred by the contractor in the preparation of responses.
