Please note: This is a Sole Source Notification. 1. Perform pre-work external inspection of the transformer. 2. Perform pre-work electrical testing consisting of: Doble Power Factor (Windings, Bushings and Arresters), Doble Excitation in as-found DETC tap position, TTR in as-found DETC tap position, Insulation resistance (Windings and core), and Winding Resistance in as-found DETC tap position. 3. Perform pre-work oil tests consisting of Liquid Screen, Moisture and Dissolved Gas Analysis. 4. Drain 4907 gallons of oil from the transformer into NASS supplied tanker. Oil will be followed down with dry air. 5. Continuous purge with dry air. Perform internal inspection. 6. Replace 2 Qty 25KV LV bushings. NASS will provide the 2 Qty new LV bushings and new gaskets. An additional 6 Qty 25KV LV bushings will be ordered from the manufacturer with a future delivery to Manassas of 110 weeks approximate lead-time. 7. Install new gaskets on all disturbed manhole covers. 8. Pressurize transformer at 5-7 psi and perform leak checks of the transformer. 9. Perform Dew Point Test. 10. Vacuum filling: ? Prepare the unit for vacuum. The vacuum equipment must be within 50ft of the transformer being serviced unless otherwise specified. ? Vacuum leak test of the hoses and equipment. ? Draw vacuum on the reactor until 1.0 torr is reached. ? After 1.0 torr is reached, continue to pull vacuum on the transformer for a minimum of 24 hours.
