Contractor will provide or make available high quality and appropriate services and insurance to all eligible New River Valley Regional Jail Authority employees, as defined in this contract. Contractor will outline utilization management activities to be employed on behalf of New River Valley Regional Jail Authority members and present these activities to New River Valley Regional Jail Authority, annually. Activities should demonstrate improved quality, outcomes, and reduced financial risk, which exceed any administrative costs or burdens placed on members or providers. Contractor will promote and support appropriate wellness and member education initiatives for New River Valley Regional Jail Authority membership. Contractor should provide an Action Plan for working with New River Valley Regional Jail Authority to identify programs, implement action plans, and assist in measuring results. Under this contract, no member (employee, Pre 65 Retiree (employee only), COBRA continuant, or dependent) currently covered by New River Valley Regional Jail Authority existing health care plans shall suffer a loss of health benefit coverage as a result of changing carriers, insurers, or administrators. Members shall receive credit under the new program for time served under the current care program toward any pre-existing condition limitations, if applicable.
