The State of Vermont Department of Environmental Conservation (hereinafter the State) is seeking proposals from a single entity, to be called the “Funding Program Administrator” (hereinafter FPA) to develop a funding program that administers and oversees the development of asset management plans in the Lake Champlain Basin for as many facilities discharging between 0.1 and 1.0 million gallons per day of treated water listed in the table titled “Program Overview” below as is feasible. Discharge monitoring indicates Vermont wastewater treatment facilities (WWTFs) in the Lake Champlain basin contributed approximately 10.9 metric tons of total phosphorus load to Lake Champlain in calendar year 2022, representing only 34 percent of the total wastewater treatment facility waste load allocation under the current Total Maximum Daily Load (TMDL) (Clean Water Initiative 2023 Performance Report). This phosphorus load reflects reductions in total phosphorus discharges since the promulgation of the Lake Chaplain TMDL in 2016. The awardee of this request, the FPA, will develop and oversee a program that funds the creation of asset management planning for as many of the municipalities listed in the table below under Program Overview. The FPA will: conduct outreach to municipalities to form partnerships regarding WWTF asset management planning; oversee data collection and assessment of each WWTF and collection system; review and support the development of each selected municipality’s asset management plan, as needed; oversee and coordinate technical assistance to municipality representatives to understand their WWTF and the asset management plan process and possible outcomes; procure, manage and oversee subcontracts; upload all relevant data, including GIS data, in a consistent, compatible format to the State’s online system. Compatible formats include: Geodatabase, Shapefile, or through an arc online workspace. Submission of spatial data will be confirmed by the State. synthesize the knowledge gained from the project in a final report to the State.
