Specifications include, but are not limited to: • Phase 1: Stormwater assessment. The purpose of the assessment is to collect stormwater-related information about each property. There is no cost to the schools other than staff time to coordinate with the consultant. Approximately 40 schools will each receive an assessment between October 2019 and December 2020 under a contract recently issued by DEC. This RFI does not seek interest in this phase, but rather in Phase 2 of this program. Additionally, participation in this phase is not a prerequisite to participation in the latter stages. These assessments are informational for the schools and bring awareness of potential permit requirements. • Phase 2: Permit application submitted for General Permit 3-9050 and related design work. The next step is for schools to submit their permit application to DEC for review. This RFI seeks schools interested in working with a state selected consultant to complete this work. The permit application is typically prepared by a technical expert, such as an engineering firm, to document any stormwater management measures already in place and design additional stormwater practices that may be needed. • Phase 3: Implement permit requirements, which may include construction of stormwater facilities. Once a school has completed Phase 2 (permit and related design work), they are eligible for additional assistance from DEC to complete all work needed for permit compliance. DEC has some funds available for Phase 3 and is developing additional funding packages.
