Specifications include, but are not limited to: Work Overview: The Planning Consultant (hereinafter, the consultant) will support the Woodbury Planning Commission (WPC) to develop and gain approval of a new Woodbury Municipal Plan to supersede the current plan, written in 2003. The consultant will advise the WPC how to conduct the planning process and write the plan to conform to the provisions of relevant Vermont laws, especially 24 V.S.A. sections 4384 and 4385, and following steps and procedures laid out in the 2017 Municipal Plan-State Planning Manual Module 1. https://accd.vermont.gov/sites/accdnew/files/documents/CD/CPR/DHCD-Planning-Manual-Module1.pdf Period of Performance: The consultant’s work will commence with the signing of a contract between the consultant and the Town of Woodbury and continue on an intermittent basis according to a schedule mutually agreed upon by the consultant and the WPC. The contract period will end when the plan is adopted by the Woodbury Select Board and approved by the Central Vermont Regional Planning Commission (CVRPC). It is anticipated that periods of intense effort will be required during the assessment/data analysis phase and plan drafting/revision. The consultant may be required to attend monthly WPC meetings during the contract period as directed by the WPC. Reporting and Other Relationships: The consultant will report to the Chairman of the WPC or designee and work closely with other members of the WPC. The WPC will assist the consultant to seek input from the Woodbury Conservation Commission (WCC) for matters related to natural resource assessment and land use planning, the Woodbury Historical Society, Woodbury Volunteer Fire Department, Lake Associations, School Board, and other Woodbury stakeholders in order to create a comprehensive Municipal Plan. The consultant will liaise with the CVRPC and the planning boards of adjacent towns to ensure harmonization with the regional and nearby town plans. Tasks: The consultant will complete the following tasks and submit underlined deliverables to the WPC based on the mutually agreed planning schedule: Planning Roadmap: The consultant will present a proposed approach to the planning process at an initial meeting with WPC members and subsequently submit a concise document outlining the agreed-upon process and time schedule to serve as a road map for the process. The process will be built around the planning steps described in the municipal planning manual and address the twelve legally mandated topical planning areas, except for energy, for which a plan has already been developed.
