Specifications include, but are not limited to: Nursing Facility Medicaid rate development; • Fiscal analysis and modeling; • Federal and state regulatory analyses; • Minimum Data Set (MDS) programming and clinical expertise; and • Proven performance in the field of nursing facility rate setting. ; 2.1.1 Identify deficiencies and gaps in State’s current RUG-IV methodology that will result from CMS’ transition to PDPM; 2.1.2 Assess whether the Optional State Assessment (OSA) is a viable alternative to revising the existing State methodology; and 2.1.3 If State decides to implement the OSA, Bidder will develop a methodology to transition the data into State’s case mix methodology. ; Evaluate how different reimbursement methodologies would be impacted if the State’s current upper payment limit waiver terminated and the upper payment limit was applied; 2.2.3 Evaluate the ability to incorporate the reimbursement methodologies into State’s existing regulatory and operational methodology. Develop a RUG-IV phase-out strategy for State; 2.2.4 Ensure that the proposed methodologies align with federal and state regulatory requirements and, where necessary, recommend legislative and regulatory changes.
