Specifications include, but are not limited to: DEC seeks proposals for the following: 1. Program Administration a. Contractor shall be responsible for the following: i. Providing the closing documents to secure each loan that is approved ii. Obtaining and documenting the title opinion, local authority property tax invoice and town value of property, and proof of building insurance for the subject property. iii. Providing the State with a copy of the promissory note, mortgage deed, notice to first mortgage (if any), and security interest on collateral that is personal property filing of any UCC-1 with State or Secretary of State and or town/city; iv. Sending necessary closing documents to the Town Clerk Office and/or Secretary of State for recording of the mortgager and any UCC-1; v. Providing the State with a complete package of all closing documents. b. State shall be responsible for the following: i. Reviewing and approving program policies, procedures and administration documents. ii. Determining program eligibility of the borrower and the project prior to the borrower filing the loan application with the Contractor. iii. Establishing the loan amount for the project. iv. Providing approval letter to the Contractor for applicants. v. Processing loans that do not meet the creditworthiness standards when the State determines it to be in the best interests of the State. 2. Other Provisions a. Loans are to be secured by real estate and/or the existing or new tank system located at the real estate, or satisfactory collateral.
