Specifications include, but are not limited to: In general, the scope of this project will be to investigate and document the location and sources of high flows and create a mitigation plan. The project will be expected to follow the guidance document from MassDEP as stated above. For the purpose of cost comparison only, the Responder shall assume 13 area velocity flow meters for 10 weeks (150 meter-weeks). Based on this meter configuration the Responder shall provide quantities and a detailed description of the SSES work (television inspection, manhole inspection, smoke testing, building inspections, dye tests, dye floods, etc.) that will be generated from the metering data. All assumptions, along with justification for the assumptions, shall be included to support the project approach. This plan consists of the following main tasks: • Phase 1. Infiltration/Inflow analysis; • Field investigation of the existing wastewater collection system, • Estimating average residential, industrial, commercial/institutional wastewater flows, • Measure groundwater levels, • Rainfall Monitoring, • Continuous flow monitoring and, in some cases, flow isolation monitoring, • Determination of I&I rates, and • Recommendations for further investigation (i.e. SSES). • Phase 2. Sewer system evaluation Survey (SSES); • Television Inspection, • Extensive Manhole Inspection • Smoke Testing, • Rainfall Simulation, • Flow Data Analysis, • Preparation of Report.
