Specifications include, but are not limited to: One or more companies that can provide Hearing Officer services. 2.1 Contractor may act as hearing officer for the VOSHA Review Board (VRB) conducting evidentiary hearings on VOSHA citation contests. 2.2 Contractor may act as a settlement judge for the VOSHA Review Board (VRB) aiding in resolution of case prior to hearing and managing discovery on VOSHA citation contests. 2.3 Cases will be assigned to the contractor on an as needed basis by the Clerk of the VOSHA Review Board. 2.4 Contractor may act as a consultant to provide advice and/or write a decision for the VRB during discretionary review as long as the contractor did not provide services as a Hearing Officer for the same case. 2.5 Contractor may act as a consultant to provide an independent review of the VOSHA Rules of Procedure. 2.6 Hearings will be conducted in accordance with the VRB Rules of Procedure, Vermont Rules of Civil Procedure and Vermont Administrative Procedures Act. 2.7 Hearings will take place at 13 Baldwin Street, Montpelier, VT 05602 unless otherwise ordered. 2.8 Timeline for completion of a decision is 90 days from the filing of briefs, unless specified differently in the VRB Rules of Procedure or otherwise agreed to timeline by the VRB Chairperson and/or Clerk.
