Specifications include, but are not limited to: 1.1.1Coordinate with current administrator of STARs to ensure a seamless transition of services if necessary. 1.1.2Provide administration services related to Vermont’s STep Ahead Recognition System (STARS) including the following:1.1.2.1Review and process program applications to STARS within 4 weeks of receipt unless otherwise approved by CDD. 1.1.2.2Enter data in a data system and use other data tools as identified by CDD according to approved state policies and practices.1.1.2.3Maintain and store completed STARS applications. 1.1.2.4Notify applicants of STARS rating as determined bythe applicationreview process. 1.1.2.5Send STARS provider packets to programs that achieve a star level. The packet will include confirmation of the specific “STAR profile” outlining details related to the decision the star level achieved, as well as other STARS materials such as the STARS Certificate and award letter.1.1.2.6Review, and document STARS incentive payments including bonus payments for each STAR level achieved to be processed and paid by CDD. 1.1.2.7Conduct initial verification (through a data system identified by CDD) and review and processAct 166 STARS program improvement plansaccording to CDD guidelines.1.1.2.8Develop, implement, and manage a statewide STARS program assessment system to ensure timely, valid, and reliable assessments:1.1.2.8.1Ensure inter-rater reliability in use of STARS-approved program assessment tools including but not limited to ERS, CLASS, SACERS, and YPQA. 1.1.2.8.2Ensure assessors are oriented to STARS. 1.1.2.8.3Ensure assessments are completed in a timely way, with a goal of completion within 30 days of request.1.1.2.8.4Develop a performance evaluation system for STARS assessors. 1.1.2.8.5Develop assessment process that ensures STARS assessors do not complete consecutive assessments for a program.1.1.2.9Develop and implement a system for reviewing and approving tools that meet the STARS rules. 1.1.2.10Implementprogram adaptations based on state-led work to revise the STARS system.1.1.2.11Oversee the system’s overall effective functioning and progress.1.1.3Provide information-related services needed to implement Vermont’s STep Ahead Recognition System (STARS), including the following: 1.1.3.1Ensure programs and providers receive the information and support they need to participate in STARS through innovative and technology supported systems. 1.1.3.2Provide technical assistance (TA) on the STARS system via email, phone, or software-based platform.1.1.3.2.1Conduct STARS information / TA sessions for child care providers across Vermont.1.1.3.2.2Provide individual consultation(s) as needed to STARS applicants and programs in STARS.1.1.3.3Coordinate with CDD to support data-informed policy making related to STARS using the legislatively approved STARS Rules. 1.1.3.4Coordinate the STARS Oversight Committee and collect and provide data deemed relevant by the CDD to guide recommendations. 1.1.3.5Support collection of data to support reporting related to STARS.1.1.3.6Participate in relevant statewide meetings for system coordination as requested/approved by CDD and represent STARS at major events for Vermont’s early care and education community.
