Specifications include, but are not limited to: Through this Request for Proposal (RFP) the Vermont Enhanced 911 Board (hereinafter the “State” or the “Board”) is seeking to establish contracts with one or more companies that can provide 911 call handling protocols for police, fire, and emergency medical services. The Board is the entity responsibility for overseeing and managing the statewide 911 program in Vermont. Part of that responsibility includes facilitation of support systems used by the 911 call-takers to help manage emergency calls. Vermont utilizes a single statewide NG911 system, which currently is a hosted solution provided by Consolidated Communications. There are approximately 135 certified 911 call-takers in Vermont. Calls are taken in six Public Safety Answering Points (PSAP) that are geographically dispersed around the state. Calls taken in one part of the state will be answered first in the PSAP assigned to the area where the call originates, but a call taken in one part of the state may be answered in any other PSAP depending on call volume. The calls are distributed dynamically by the system. Using a common call-taker protocol system is critical to our ability to maintain service levels regardless of where the call is answered.
