Specifications include, but are not limited to: DEC seeks proposals for an entity to direct a grant program that follows these guidelines: a. Ineligible project types include projects for compliance with the forthcoming 3-acre stormwater permit, as others are under development for these projects. b. Proposals do not need to identify the specific projects; however, competitive proposals will detail project identification and prioritization methodology. Prioritization should include likelihood of the project reaching implementation. c. Deliverables will include submitting a report halfway through the grant agreement to reporton accomplishments to date and detail how the remainder of the funds will be utilized (project specific). In addition, a final narrative and financial report will be required. d. Applicants seeking to enhance the capacity of geographically based organizations to engage in the basin planning process should articulate how they plan to ensure consistency in the approach to project identification, engagement in the planning process, and documentation of developed "ready to go" projects. e. Match is not required; however, proposals that include match will receive more points inthe review process. Eligible match funding sources are detailed on pages 14-15 of the CWIP Funding Policy. f. Program delivery costs are detailed on page 9 of the CWIP Funding Policy. g. Invoices must be submitted on Form 430, and match documentation on Form 430-M (if applicable). h. Any projects completed via a block grant will need milestones and deliverables, operations and maintenance agreements, performance measures, meet final reporting requirements, etc. that are comparable to the requirements of Ecosystem Restoration Grants and available on the CWIP Grant Resources webpage. i. A successful applicant will be responsible for all aspects of project selection, coordination with municipalities and partners, and permitting to ensure successful implementation of selected projects. Grantees must ensure that all state and federal permits necessary for project completion are secured.
