3.2.1 Truck Scale a. The scale will be a fully electronic and low-profile steel deck design scale. b. Mechanical lever systems are not acceptable. c. Minimum CLC concentrated load of 100,000 lbs. d. See scale foundation design drawing for dimensional requirements (72’x11’) e. NTEP (National Type Evaluation Program) approved. The scale shall be NTEP certified, and respondent shall submit a Certificate of Conformance with bid. f. The scale system shall contain an internal self-checking weighbridge. Scale bridges using bumper bolts, externally fixed check rods, or embedded bumper plates in the end walls will not be permitted. g. Weighbridge with steel top plates at minimum 5/16” thick and I-beam construction. End plates shall be designed of minimum 1/2 "plate material welded to longitudinal I-beams. Steel Deck shall be coated with an industrial/commercially approved primer plus finish from the factory and shall be free of any welding gas residue, oils, mill scale, and rust. h. Scale shall have single point grounding. i. Safety rails on truck scale side rails. j. Scale weighbridge must have a minimum 5-year warranty against manufacturer’s defects. 3.2.2 Instrumentation, Hardware, Software a. Key System Requirements: The system requires a precise and reliable scale instrument with advanced digital integration. This instrument must be NTEP approved and meet all specified standards, with a Certificate of Conformance available upon request. It needs to store at least 250 truck IDs with automatic assignment capabilities and feature a dedicated hardware console for operator administration. b. Software Capabilities: The system includes software to be installed on a Windows 10/11 computer at the weigh office or server for PC access. This software must be able to document and capture the following: 3.2.2.b.1 Weight information: Gross weight, tare weight, and the difference. 3.2.2.b.2 Load details: Date, time of the load, and an automatically assigned transaction/ticket number. 3.2.2.b.3 Load specifics: Data entry for material type. 3.2.2.b.4 Carrier information: Data entry for company, driver name, and truck number. 3.2.2.b.5 The software also needs to: 3.2.2.b.6 Allow users to print individual tickets with all documented information, including a signature line. 3.2.2.b.7 Enable users to print data reports and maintain a complete electronic history of all transactions with backup capability. 3.2.2.b.8 Provide the ability to edit data for corrections. 3.2.2.b.9 The successful bidder must provide software training and a physical copy of the software on a CD or other suitable media for reinstallation. c. Required Hardware: Optional Pricing is required for the following hardware components: 3.2.2.c.1 A weather-resistant/outdoor/heated ticket printer 3.2.2.c.2 Alternative pricing for indoor ticket printer 3.2.2.c.3 Two outdoor remote digital displays with 5-inch, dual-row LED digits (red and green), built-in rain hoods, and automatic light sensors. Each display will have a push-button controller for the traffic light, which will normally be red. 3.2.3 Extent of Work a. Provide supply and installation coordination with contractor building MRF facility. b. Supplier should be fully knowledgeable of all requirements of the contract documents and shall make themselves aware of all job site conditions that will affect the installation of the scale.
